Border cooperation program

EU-supported program of border cooperation between Lithuania, Poland and Russia was started in 2007. In 2012 a project called “Good administration and collaboration is the answer to common difficulties in community finances” was launched as a part of this program. The contributions were made by the Ministry of Finance of Kaliningrad oblast, Gdansk and Gdynia town councils. The goal of the project is to facilitate economical and social growth of territories by raising the quality of community finances administration.

The project covers 12 different directions. It includes long-term planning, independent public examination of municipal legal acts in finance management, development of target-oriented methodologies, planning of capital investments, boosting the level of private state partnerships, governmental purchases etc. Analytical documents, legal acts and methodical recommendations are prepared for each such direction. The program also includes study tours, workshops and conferences.

The Lithuania-Poland-Russia European Neighbourhood and Partnership Instrument Cross-border Cooperation Programme 2007-2013 aims at promoting economic and social development on both sides of the EU-Russian border, addressing common challenges and problems and promoting people to people co-operation. Under the Programme, legal non-profit entities from the Lithuanian and Polish border regions and the entire Kaliningrad oblast implement joint projects co-financed by the EU*.
